Panun Kashmir held an important meeting today at Jammu to finalize the restructuring of its Executive Council. The Meeting was held after the election for the Post of President last month. The meeting formed the new Executive Council with a membership of 108 members. The meeting was presided over by Ashwani Kumar Chrungoo, President, Panun Kashmir. He made the following appointments with immediate effect.

Prof. H.L.Jalali, Senior Vice President, Prof. M.L.Raina, Senior Advisor to the President, Utpal Kaul, Senior leader, Virender Raina, Chairman, Political Affairs Committee, J.L.Kaul, Vice President, Upinder Kaul, General Secretary, Kamal Bagati, General Secretary(Org), Ashok Chrungoo, Treasurer, Sameer Bhat, Convenor-Panun Kashmir Youth, Kalhan Kachru, Secretary-Panun Kashmir Youth, Shiban Lal Bhat, Secretary-Political Affairs Committee, Rajinder Kaul, Coordinator-Delhi NCR Unit, Ankur Raina, Secretary-Delhi NCR Unit and Vishal Sharma, Official Spokesman-Delhi NCR. Along with this, a ten-member Core Team was also formed which will work as the Political Affairs Committee as well. The Office Bearers team of 'Daughters of Panun Kashmir' was declared on the day of election itself.

While addressing the meeting, Shri Ashwani Kumar Chrungoo gave a brief of his Delhi NCR two-week tour programme. He said that the three decades of struggle in exile of the Kashmiri Pandit community has assumed a great responsibility so far as the fate and future of the community and the nation is concerned. The current political situation in the Jammu and Kashmir state is far from a normal situation. While on the one hand, the terror regime and radicalization of the society in Kashmir have made terrible inroads, on the other hand there are all designs aimed at the demographic invasion of the Jammu region. The grenade attack on bus stand is representative of the renewed strategy of the ISI and the terror groups to pressurize the Jammu region. It has deep connect with the overall political situation of the Jammu province.

He said that the three points raised by the Lawyer community of Jammu are genuine and represent the geo-political aspirations of the Jammu region. The CBI demand for an impartial probe in the Kathua rape and murder case is not only justified but it is the only course left keeping in view the severity of the case and the composition and working of CB teams. The Tribal Department order of the J&K government is ultra vires of the constitutional scheme of things and allows illegal land grabbing in the Jammu region. The issue of continuous stay of Rohangya and Bangladeshi illegal immigrants in Jammu is developing into a very serious threat to the security and law & order situation in the J&K state and Jammu province in particular. Their comforts in their stay are being taken care of by the political class and some NGOs and their detection and deportation is contested and also given a communal colour.

Panun Kashmir takes a strong objection to the silence of the political class and the government on the issue. We demand that necessary action to detect and deport these illegal immigrants be taken up with the Union Home Ministry on an urgent priority.

He said that the Kashmiri Pandits for the last three decades have shown their resilience and a keen intent to live and exist as a community dedicated to the cultural roots of Kashmir. He said that the resettlement issue of Kashmiri Pandits in Kashmir is a very important concern for which Panun Kashmir is committed and is working with perfect intent. He referred to the Amarnath Agitation days and said that Dogra and Kashmiri Pandit community have common national goals. He said that it is the time to rededicate our services to the community to take its struggle to the logical conclusion. It needs to be emphasised that the Homeland demand as propounded by the organisation is the only panacea for the miseries of exiles and any attempt to weaken this resolve will be resisted with all might at our command.

A meeting with the prominent representatives of Brahmin organizations was held today at Faridabad NCR Delhi under the aegis of Kashmir Sahayak Sabha. The meeting was presided over by Dr. S.K.Handoo, President of KSS-Faridabad. Panun Kashmir President, Ashwani Kumar Chrungoo was the special guest in the meeting. Those who attended the meeting included S/Shri Puran Patwari, General Secretary, Dr. M.L.Hashia, Anil Dhar, R.K.Bhan, Ramesh Kitchloo and Surinder Bhat. The Brahmin organizations were represented among others by Sukhbir Sharma, National Trade unionist and N.Sharma. The participants welcomed the efforts for developing closer relationship among various sections of people espousing the community and national aspirations. They lauded the efforts of all and in particular the RSS, VHP, BJP for extending organised help to the displaced Kashmiri Pandit community in its times of crisis in 1989-90 and thereafter.

Ashwani Kumar Chrungoo, President, Panun Kashmir, who concluded his two-week tour of NCR-Delhi today, in his address, said that the Kashmiri Pandits are 'Sanskari Brahmin community' and not a 'Jativadi community'. The community believes in an egalitarian society and has a legacy of equality and equal opportunities. Pandits believe in merit, qualification, equality, non-untouchability, and emancipation of all sections of the society. Kashmiri Pandits would like to spread the message of oneness of the Hindu society for the betterment of the nation and would like to contribute towards that purpose always. We are ardent followers of Advaita and Shavism, Shakta and Vaishnav Karamkand, Bodh Tantra and Vedic Parampara. The Kashmiri Pandit contribution to the Sanskrit literature is immense and forms an integral part of the philosophy, science, art, culture, architecture, literature and language. Time to wail for what happened to us due to Islamic terrorism in Kashmir is over and it is the time to rebuild the future keeping in view the facts of history.

We express our deep concern over the developing situation in Jammu region which has been facing the demographic invasion under a design. The Rohangys, Bangladeshi illegal immigrants and people from various areas are under a plan aiming at de-balancing the population composure of the Jammu region. Kathua carnage and the agitation symbolize this particular area of concern. Panun Kashmir fully supports the movement launched by the Jammu Bar Association and the people of Kathua. It is gratifying to note that the Prime Minister Shri Modi by visiting all the three regions of the state the same day has created a history and also sent a very positive message to the people at large. The valiant security forces deserve kudos for maintaining a great vigil during the tour and at the same time neutralizing the terror mongers with complete finesse in the Kashmir valley.

Shri Sukhbir Sharma in his address lauded the role of the Pandits and expressed the view that the whole society supports them. He said the nation looks up to the luminaries among the Pandit community for guidance and good work. The struggle of the KPs in exile in unparallel.

Dr. S.K.Handoo in his vote of thanks on the occasion said that the KSS is a success story of the Pandit community and it has always welcomed all who came to it. Kashmiri Pandit community has developed very good lais-on with the different sections of the society over the last thirty years in exile. It is gratifying to note that people express their faith in the Pandit community and also extend their help and support for which we remain thankful to all of them.

Panun Kashmir organised a meeting of its reconstituted Delhi unit today at Pamposh Enclave, New Delhi. The meeting was held under the chairmanship of Shri Ashwani Kumar Chrungoo, President, Panun Kashmir. Those who attended the meeting besides others included S/Shri Utpal Kaul, Senior leader, Dr. Nidhi Tikoo Mitra, Chairperson-DOPK, Rajinder Kaul, Ramesh Bhan, Vishal Sharma, Ankur Raina, Deepak Arora, Rajkumar Goja, Upinder Dhar and Sunil Tikoo. The members reviewed the organizational and socio-political situation prevailing over the last two months. The members adopted a Resolution unanimously appreciating the forthright statement of the Army Chief, General Bipin Rawat in context of the menace of terrorism in the valley of Kashmir. The action taken by the security forces in the Kashmir valley to fight the evil of Islamic terrorism and radicalization needs full political, moral and social support. Panun Kashmir lauds the statement that terrorism would be dealt and fought to the finish and that the youth of Kashmir needs to be made aware about the futility of day-dreaming about the absurdity of "Azadi".

Shri Ashwani Kumar Chrungoo, President, Panun Kashmir in his address stated that Panun Kashmir has always highlighted the truthful picture of the J&K State along with the situation of the minorities of the state. The Kathua happenings have very serious ramifications on the political and social scenario of the J&K State. The call for CBI enquiry into the carnage is a genuine demand of the people espoused by the Jammu Bar Association in a diligent manner. There is a larger conspiracy to defame the Jammu region and the Hindu community of the J&K state unleashed by the vested interests supported by the anti-national elements that have extra-territorial and extra-constitutional leanings. The activists of Panun Kashmir have a bounden duty to enlighten the masses outside the J&K State about the situation in the Jammu region in particular.

He further said that the issue pertaining to the demographic invasion of the Jammu region is a part of the greater conspiracy to imbalance the socio-political situation in the J&K state and particularly the Jammu region. The Law Ministry of the J&K State has miserably failed to place the truthful picture of the Kathua carnage and the connected issue before the honourable courts and instead it became a part of the conspiracy in this case. Same is true about the issues pertaining to the cases related to the Art370 and Art35A in the honourable Supreme Court of India. The shake-up in the Ministry of J&K state will have to prove itself equal to the task of deliverance. People of the state eagerly await the new Ministry to make its presence felt on the ground and convert the idea of the Prime Minister Modi "Sab ka sath Sab ka vikas" into a reality to the satisfaction of the public.

Shri Utpal Kaul, Senior leader stressed upon the need of espousing the human rights and cultural aspects of the Kashmiri Pandit displacement issue. He made it clear that history of Kashmir will not be allowed to be interpreted in a casual manner and any attempt to deface the ancient legacy of Kashmir will be resisted with full might at command.

Dr. Nidhi Tikoo Mitra while making her presentation said that the issue of women emancipation will be given a priority in the days to come. Workshops will be organised to galvanize the women power to counter the anti-Kashmir and anti-Hindu narrative. Youth involvement has yielded results and more needs to be done to link the younger generation to the Homeland ideology of Panun Kashmir. The issues of youth and their gainful employment are also our concern.

Panun Kashmir conducted the meeting of its reconstituted Executive Council at Jammu today under the chairmanship of Shri Ashwani Kumar Chrungoo, President, Panun Kashmir. Those who attended the meeting included S/Shri J.L.Kaul, Virender Raina, Upinder Kaul, Kamal Bagati, Vimla Chrungoo, Vijay Saproo, Secretary and Asstt. Secretary respectively of DOPK, P.K.Bhan, Tej Krishen Jigyasu, B.L.Garyali, Shiban Lal Bhat, Ashok Chrungoo and Kanhya Lal Bhat.. The members reviewed the organizational and socio-political situation prevailing over the last two months in the state in particular. The meeting unanimously appreciated the forthright action taken by the security forces in the Kashmir valley to fight the evil of Islamic terrorism and radicalization. It also approved the action plan executed by the leadership of Panun Kashmir over the period post Annual Executive Council Meeting.

Shri Ashwani Kumar Chrungoo, President, Panun Kashmir in his address stated that Panun Kashmir would always highlight the truthful picture of the J&K State along with the situation of the minorities of the state. The Kashmiri Pandit community needs to bring to the fore the bigger dimensions of the Kashmir issue that pave way for their resettlement in the valley in near future. The Margdarshan Resolution is the simplest way to espouse the cause of the Pandits at national and international level. We reject the argument vehemently that Kashmir needs a “political resolution”. This is a cry of the failed political ideology and practice to blackmail the Indian State and masses. The Instrument of Accession, 1972 Shimla Agreement and the Unanimous Parliamentary Resolution on Jammu & Kashmir finally resolve all the political issues pertaining to Kashmir. The statement of the MoS in the PMO, Dr. Jitendra Singh that there is no "Kashmir issue" is welcome in this context. The displacement and resettlement of Kashmiri Pandit community is the only political issue that needs redressal at a national level as per the Homeland Resolution of 1991.

Shri Virender Raina while making his presentation said that the issue of the onetime settlement of the overaged youth needs urgent attention of the government. The issue could have been accommodated in the State budget along with the other welfare measures taken by the government for the employees, pensioners and the dependants of pensioners. The Health Insurance issue also needs a review in order to accommodate all strata of the displaced society and keep the government's declarations in mind in this regard. The recruitment process under PM’s employment package which has been very slow by now also require urgent announcement of results of the examinations already held.

There are hundreds of cases pending with the authorities regarding illegal usurpation of land and property of the displaced community in the Kashmir valley. We appeal to the government to take up these issues on priority and take corrective measures where tempering in the records or illegal possessions have taken place. The Fire sufferers should also be paid the remaining ex-gratia amount along with the interest on the withheld amount in a time bound manner.

Panun Kashmir organised its Annual Hawan programme today on the occasion of Budh Purnima at Jammu. The programme was organised to conclude the "Kashmir Sankalp Yatra"(Phase-6) which visited the five cities of India namely: Delhi, Ahmadabad, Mumbai, Nasik and Trambakeshwar. The Yatra was led by Ashwani Kumar Chrungoo, President, Panun Kashmir. The Hawan was attended besides the President-PK by Prof. M.L.Raina, Virender Raina, Utpal Kaul, Upinder Kaul, Kamal Bagati, P.K.Bhan, Ashok Chrungoo and Tej Krishen Jigyasu. The special invitees included S/Shri Chand ji Bhat, President, BJP Displaced District Kashmir, M.K.Jalali, President, Sharika Peeth, Anil Kaul, President, Pashupatinath Temple Committee, Randhir Singh Bali, President, Guru Teg Bahadur Gurudwara Committee, Narwal, Adv. Kashmiri Lal Bhat, H.L.Bhat, Shiban Lal Bhat, Vimla Chrungoo and Vijay Saproo, Secretary and Asstt. Secretary respectively of the Daughters of Panun Kashmir. The Hawan proceedings were conducted by the learned Pandits and the spiritual personalities.

Shri Utpal Kaul, Senior leader of Panun Kashmir based in Delhi was conferred upon the prestigious Pt. Amarnath Vaishnavi Award-2018 for his consistent and committed service to the society and the nation for the last five decades. He was awarded a Shawl, Saropa, Copy of Neelmatapurana, Token Cash Honour and garland of flowers. The dignitaries present on the occasion gave a rousing welcome to Shri Kaul on his felicitation. In his acceptance speech, Shri Kaul said that he was humbled with the honour in the name of such a great personality of the Jammu & Kashmir state. He lauded the role of Pt. Vaishnavi Ji and described him as the leader of leaders. 'There is always a room for those who would like to do some sort of good work for the society and the nation and the positive attitude paves the way'. He also thanked Panun Kashmir leadership for selecting him this year for the coveted award, He said that the Award would be henceforth a part of his life which he can never part away with. He would prove himself worthy of the Award in future course of time as well keeping in view the sanctity of the Award.

Shri Ashwani Kumar Chrungoo on the occasion, in his address said that the experience of Kashmir Sankalp Yatra this time was simply amazing. The people all over the country felt disappointed with the conspiracy makers to defame Jammu and the Hindu society in J&K in context of Kathua carnage. They expressed their anger against the forces who were bent upon to showcase the negative image of the Hindus in the country and abroad by building fake narrative. Instead general people, intellectuals and the regional media are extremely happy with the Panun Kashmir, Jammu Bar Association, Lawyers and the people of Kathua who struggled to bring forth the real picture of the carnage. The CBI demand for an impartial probe in the Kathua rape and murder case is not only justified but it has been endorsed by the Bar Council of India as well.

There can be no denying the fact that there are vested interests in the State apparatus that are hell bent upon to change the demographic composition of the Jammu province. The Kashmiri Pandit community is conscious of its role and Panun Kashmir would like to clarify that Dogra and Kashmiri Pandit communities have common national goals. The presence of Rohangyas and the Bangladeshi illegal immigrants in Jammu is a big testimony of the conspiracy to create socio-political tensions in the Jammu province. Moreover, radicalization and terrorism are as usual hand in glove with each other, to disturb the security and law and order situation in the Jammu province which needs immediate attention. The three years of State government's failures in this regard are stark and clear. The deliverance by the government has become a serious causality which needs review after the shakeup of the ministry. Panun Kashmir reiterates its demand for detection and deportation of the illegal immigrants immediately by the administration with the help of the civil society and the Jammu Bar Association. Shri Chrungoo offered his services to the community and the people of J&K to take the struggle to the logical conclusion and said that this is the time to rededicate ourselves to the cause so dear to all of us.

Panun Kashmir President, Ashwani Kumar Chrungoo, who is on a two-week "Kashmir Sankalp Yatra" Phase-6 programme, camping presently at Ahmadabad, Gujarat while addressing cross-section of people here stressed the importance of CBI probe into the Kathua carnage.

He was addressing an intellectual meet at Business Pinnacle Centre presided over by Shri S.K.Bhan, President, Kaushur Milchar, Ahmadabad, in which he said that the Kathua carnage has raised a number of questions regarding various activities in the sensitive state of Jammu and Kashmir. The people of Kathua district have virtually lost their faith in the state-run SIT and Crime Branch probe into the incident. The way the issue was raised has put the State government in the dock because of the fact that a number of officers involved in the probe are themselves facing serious charges of moral and criminal turpitude. The post-mortem report is not also in tune with the conclusions of the probe and create questions even on the charge sheet filed. There are various factors those have been inducted from outside the state which involves even the collection of funds by dubious characters. The agitation launched by the people of Kathua, lawyers and the Jammu Bar Association has complete sense and it needs to be determined as to who were the people who tried to ignite the fire to create social unrest under the cover of rape and murder issue and their intention to commualise the environment also is a matter of concern for the people of Jammu and Kashmir.

The demographic invasion on the Jammu province due to the Rohangya and Bangladeshi illegal immigrants has also sent alarm waves throughout the state and even in the country as a whole. Jammu has been targeted as its image has been dented by the vested interests. The people of Jammu, Ladakh and the community of Kashmiri Pandits are on the same page so far as the national priorities in the state are concerned. There is a serious demand to detect and deport these illegal immigrants from Jammu province as they have become a serious threat to the security, social cohesiveness and the law and order situation in the state.

It also needs to be mentioned that the government Tribal department order on the LandGrab in the state is also an unconstitutional and illegal order that needs to be rescinded urgently. These demands form the core issues of the agitation of the Jammu people. Panun Kashmir fully supports the agitation for the genuine demands of the people of Jammu.

We also reiterate that the ethnically cleansed community of Kashmiri Pandits needed to be taken into confidence so far as their geo-political issues are concerned. The rabid radicalisation of the social order in the valley of Kashmir assumes dangerous dimensions and the governments at the Centre and in the State will have to take immediate steps to deal with the situation.

Panun Kashmir appeals to the government of India to initiate a dialogue process with the representatives of the KP community in regard to their resettlement in Kashmir as per the demand of Homeland as explained in the Margdarshan 1991 Resolution.

Panun Kashmir organised its Annual Executive Council Meeting and the "Kashmiri Pandit Nirvasan Samvat-29 Programme" at Jammu today. The function was presided over by Prof. M.L.Raina and the proceedings were conducted by Shri Kamal Bagati, Chairman of the Organizing Committee and Shri P.K.Bhan. The election to the post of President of Panun Kashmir was also held in the specially convened meeting. Shri Ashwani Kumar Chrungoo was reelected the President of Panun Kashmir unanimously for a period of five years.

The meeting was attended by the members of the Executive Council and special invitees followed by the Kashmiri Pandit Nirvasan Samvat-29 event. Shri Ramesh Arora, Hon'ble MLC and Shri Ashwani Sharma, former MLA were the special guests in the function while Commodore (Retd.) Sardar D.S.Sodhi was the guest of honour in the programme. The programme was inaugurated by lighting 29 earthen lamps symbolizing 29 years of exile of the Kashmiri Pandit community.

On the occasion, the newly elected President, Ashwani Kumar Chrungoo, announced a Team of office bearers of Daughters of Panun Kashmir comprising Moheni Raina as the Patron, Dr. Nidhi Tikoo Mitra, the new Chairperson, Vimla Chrungoo, Secretary, Dr. Ritu Bakshi, Vice Chairperson and Vijay Saproo, Asstt. Secretary. He also announced the prestigious annual Award named Pt. Amaranth Vaishnavi Award-2018 in favour of Utpal Kaul, veteran Senior leader of KP community. The coveted Award will be actually conferred upon him on 30th April 2018 at Jammu. The President, Ashwani Kumar Chrungoo will be undertaking Kashmir Sankalp Yatra (Phase-6) today and will cover five Indian cities in this regard for two weeks. The vote of thanks was presented by Shri Virender Raina.

He offered his services to the community to take its struggle to the logical conclusion.

Prof. M.L.Raina in his address of blessings asked Panun Kashmir to evolve a strategy to take the message of the struggle in exile to new horizons and focus on the organizational and ideological plank in all circumstances.

Commodore (Retd.) D.S.Sodhi expressed his full support to the idea of Panun Kashmir and said that Panun Kashmir needs to play yet a bigger role in future. The press conference focused on issues pertaining to the illegal immigration of the Rohangyas in Jammu, bogey of autonomy, inalienable right of the displaced Kashmiri Pandits on the land of Kashmir and the current security scenario of the state of Jammu and Kashmir.

The issue of continuous stay of Rohangya illegal immigrants in Jammu is developing into a very serious threat to the security and law & order situation in the J&K state and Jammu province in particular. It is surprising to note that despite warnings over the last one year in this connection, the government and the political class has failed to take the issue seriously. The Cabinet sub-committee on the issue has not come out with a clear cut policy on the alarming bells on the stay of these illegal immigrants. We cannot absolve the role of those politicians who were responsible for their camping in the Jammu city and its suburbs over the last fifteen years neither the society can shut its eyes towards their illegal stay in J&K State. These illegal immigrants who also include some souls from Bangladesh as well have been allowed to be engaged in regular economic and social activity in the Jammu city. Their comforts in their stay are being taken care of by the political class and some NGOs and their detection and deportation is contested and also given a communal colour. Panun Kashmir takes strong objection to the silence of the political class and the government on the issue. We demand that necessary action to detect and deport these illegal immigrants be taken up with the Union Home Ministry on an urgent priority.

Once again, the protagonists have started talking about autonomy in the J&K State. It is a fact that the plank of autonomy is fundamentally a facade of separatism based on the strong feeling of Muslim majoritarianism. The Art35A and Art370 have been in vogue for the last more than six decades in the state and have simply created a feeling of a "State within a State". The discourse in favour of autonomy only nourishes the trend of Muslim precedence and Kashmir centric political monopolization of the socio-political scenario of the state. Panun Kashmir rejects the discourse on autonomy and further demands urgent abrogation of Art370 and Art35A of the constitution. The Kashmiri Pandits as the indigenous people of Kashmir have been the worst sufferers of the Muslim precedence in the state and their forced mass exodus cannot erase the fundamental question of their inalienable right on the land of Kashmir. Panun Kashmir reiterates its commitment to the Homeland demand as enunciated in the Margdarshan Resolution of 1991. Homeland Resolution is the only viable blue-print that can guarantee Kashmiri Pandit resettlement in Kashmir with "honour, safety and dignity" that the political class has been talking about while discussing Pandit issues of concern.

Panun Kashmir expresses its deep satisfaction over the role of the security forces in Kashmir who are determined to wipe out terrorism in the state. The recent achievements in the valley are pointer towards the valour and will of the fighting spirit of the great forces. We also express our high tributes to the Martyr soldiers who laid down their life while fighting the 'dirty war'. The stone-pelters have assumed the role of over ground terrorists who have targeted even the tourists for no fault of theirs. Leniency towards these potential terrorists will only make the situation further murkier.

It is important to clarify that the Kashmiri Pandits need nobody's invitation to visit Kashmir as "tourists" or as "pilgrims". They are the primary stakeholders of Kashmir and thus belong to the land of Kashmir. The mere 'adjustments' and 'compromises' will not make them live their full life in Kashmir and for that they need to be taken on board in order to pave way for their resettlement in Kashmir.

It has been decided to hold the Annual Executive Council Meeting of Panun Kashmir on 14th April 2018 at Jammu. The "Kashmiri Pandit Nirvasan Samvat-29" programme will also be held simultaneously on the same day. Shri Ashwani Kumar Chrungoo in his address informed the members that Panun Kashmir has always been in the forefront of the struggle of the displaced Kashmiri Pandit community for the last almost three decades. It is heartening to note that as a frontline organization of the displaced community, Panun Kashmir made a great and special contribution to the cause during the last one year. The Panun Kashmir Website inauguration took the concerns of the community and the nation to larger audiences and helped people throughout the world to know more and more about the Jammu and Kashmir situation.

While Panun Kashmir expresses great satisfaction with the role played by the valiant security forces in the state and particularly in the Kashmir valley, the successful operation over the last two days against terrorists in Kashmir needs a special commendation. Pakistan's complexity in the cross border terrorism in Jammu and Kashmir and allowing the soil under its control to be misused for terror trainings and infrastructure is a serious global concern. The statement of the Chief Minister of the State, Mehbooba Mufti, while talking to the Pandits in Delhi, that the slogan of 'Azadi' needs to be changed is a welcome line. She needs to put the right narrative about Kashmir before the people in Kashmir and make them understand the futility of fundamentalism, terrorism and separatism that caused death and destruction in the valley.

It is important in this context to clarify that the Kashmiri Pandits need nobody's invitation to visit Kashmir as "tourists" or as "pilgrims". They are the primary stakeholders of Kashmir and have thus the inalienable right on the land of Kashmir. The meeting discussed the socio-political scenario in the context of certain important political developments in the state.

Shri Ashwani Kumar Chrungoo in his address informed that the Charter of Demands prepared by Panun Kashmir has been appreciated by the political circles of the state. He said that the Seven-point Charter presented recently includes five points for the fiscal 2018-19 and the other two points for the year 2019-20. These points which form the core agenda of the struggle of Kashmiri Pandit displaced community are like:

  1. The immediate filling up of all 6,000 posts earmarked under the PM's package plus 2,000 Central government jobs for the KP youth.
  2. One-time compensation settlement plan for the over-aged youth of the community.
  3. Linking of the Relief to the cost of consumer price index.
  4. Passage of Hindu Temples & Shrines Bill.
  5. Compensation to the people whose lands, orchards and other properties have been usurped by the State and non-State actors in the Kashmir valley.

The other two important points included:

  1. Setting up of Special Crimes Tribunal to probe into the heinous crimes committed against the displaced community for the last three decades on the basis of the National Human Rights Commission's decision that "Acts akin to genocide have been committed against the Kashmiri Pandit community" and bring the culprits to justice and
  2. Initiating a serious dialogue process with the representatives of the displaced community for their resettlement in Kashmir as per their geo-political aspirations as expressed in the Margdarshan Resolution of 1991.

It is also important to clarify that the Panun Kashmir will follow up this Charter with the State as well as the Central governments and appealed to the government to focus on the Charter of Demands as three years of the present state government and four years of the current Central government are coming to an end.

Shri Virender Raina in his speech said that the narrative regarding Kashmir discourse has taken a very positive turn over the last three to four years. The political status has been defined by the Instrument of Accession, Shimla Agreement and the Parliament Resolution of 1994 on Jammu and Kashmir. The only external issue that needs settlement is the liberation of Pak occupied Jammu and Kashmir and the internal issue that required resolution is the resettlement of the ethnically cleansed Kashmiri Pandit community in Kashmir. The radicalization and terrorism need to be wiped out and the governments are supposed to take all necessary measures keeping in view that the state of Jammu and Kashmir has been bleeding continuously for the last three decades now. Panun Kashmir simultaneously welcomes the efforts of the Centre's point man Shri Dineshwar Sharma to pursue the line of dialogue in all the three regions with all the stakeholders of the Jammu and Kashmir State.

Panun Kashmir unequivocally rejects the unwarranted intervention of the UNHCHR Zeid Ra'ad regarding the so-called human rights violations in Kashmir.

Shri Ashwani Kumar Chrungoo, President, Panun Kashmir in his address stated that the UNHCHR Zeid Ra'ad is maintaining a permanent silence on the issue of the human rights violations of the indigenous people of the Kashmir valley, the Kashmiri Pandits while he is selectively talking about the human rights concerns in India. It is gratifying to note that the Indian representative has been forthright in her reply and has successfully rejected the contention of Pakistan in the UN Human Rights Council session. She has termed Pakistan a Failed State among the comity of nations and responsible for cross border terrorism in Jammu and Kashmir state. The issues raised by the Dy. Representative of Pakistan, Tahir Andrabi have been well addressed, obliquely, by the representative of the J&K State Hasib Drabu in New Delhi yesterday. The recent statement of the elected representative of the people of Kashmir and the Finance Minister of the J&K state, in this context, is a nice rebuttal to the argument that Kashmir is a "political problem". It ceased to be so in 1947 with the signing of the Instrument of Accession. The Shimla Pact of 1972 and the 1994 Unanimous Resolution of the Parliament on Jammu and Kashmir State have ratified the position for all the times to come. No mandate is allowed to anyone to negotiate on the unity and integrity of India in the Jammu & Kashmir state.

Shri Virender Raina, National Spokesperson-PK while making his presentation said that the Kashmiri Pandits have been longing for the Bill on Hindu Temples and Shrines in Kashmir. The demand of the Hindus of Kashmir to preserve, protect and promote their cultural and religious tradition of thousands of years in Kashmir is a very important concern not only of the Hindus living in J&K State but of the entire nation. We forcefully demand that the next session of the J&K Assembly should take up this Bill on a priority and Panun Kashmir also appeal to all political parties, irrespective of their ideological basis, to support this genuine and long pending demand of the displaced Pandit community. It will be one of the biggest confidence building measures in respect of the Hindu society in Kashmir during the period of exile by the government and the political class of the state.

The meeting expressed satisfaction over the US Administration policy decision regarding keeping under scrutiny the transfer of funds by Pakistan to various terror organizations and its funding complexity with the Jehadi elements.

Shri Ashwani Kumar Chrungoo, President, Panun Kashmir in his address stated that Panun Kashmir expresses satisfaction over the statements made by the US Administration at Paris and Pentagon simultaneously regarding the involvement of Pakistan in facilitating the flow of funds to the terror networks being nurtured on its soil. Since the State of Pakistan has been put on the Global Watch-list of the countries that nurture and provide funds to the terror network, it assumes significance in the context of fight against terrorism at an international level. Moreover, it gives an extra edge to India to put its point of view about the cross border terrorism and the menace of radicalization at a faster pace before the global audiences. It is a significant decision that will have long term impact on the global fight against the menace of terrorism and also on the political and security scenario in the state of Jammu and Kashmir.

Panun Kashmir also finds the statement of Chief of Army Staff, General Bipin Chandra Rawat, issued in the North East recently, about the demographic change, Rohangyas, security situation and the political impact of illegal immigration from Bangladesh as the real truth about the bordering areas of the nation. Faqroudin Ali Ahmed, the then Chief Minister of United Assam (later the President of India) had initiated the immigration from the then East Pakistan, now Bangladesh. He had said publicly that the population pressure from East Pakistan needed to be accommodated by India in the eastern part of the nation and he followed his words meticulously and virtually compelled the GoI to open borders in the east. 1970-71 genocide in East Pakistan made things worse even after the surrender of Pakistan and the establishment of Bangladesh. The issue of Rohangys has actually sent waves of alarm throughout the country since the crisis of illegal immigration have always socio-political and economic overtones. The Instrument of Accession, 1972 Shimla Agreement and the Unanimous Parliamentary Resolution on Jammu & Kashmir finally resolve all the political issues pertaining to Kashmir. The displacement and resettlement of Kashmiri Pandit community is the only political issue that needs redressal at a national level as per the Homeland Resolution of 1991. He further said that the issue pertaining to the ethnic cleansing and Holocaust of 1990 has a great bearing on the fate and future of the KP community and the nation. The government of India’s initiatives regarding the construction of the makeshift accommodation for the PM Package employees in the valley is not linked with the resettlement process of the community in any way. Resettlement of the displaced community of Kashmiri Pandits is purely a political issue that needs settlement at political level alone.

Daughters of Panun Kashmir, as usual, organised Herath-Milan programme today to mark the conclusion of the Shivratri festival at KP Sabha-Jammu Hall. The function was held today under the chairmanship of Dr. Nidhi Mitra Tikoo, eminent psychologist-educationsit and senior Panun Kashmir activist based in Delhi. Swami Krishnanand Ji of Avdoot Ashram, Haridwar was the chief guest on the occasion. Shri Ashwani Kumar Chrungoo, President, Panun Kashmir presented the Presidential address while Swami Rawal ji of Bharat Mata Mandir was the Guest of Honour.Sardar Bhau Singh Mehta, Khalsa Centre-London was the special guest on the occasion.

The programme was inaugurated by lighting the traditional lamp before the portrait of Shiv Shanker ji Maharaj. A two minute silence was also observed in the function as a mark of respect to the late T.N.Tikoo, social reformer, Unionist and social activist. The proceedings of the programme were conducted by Dr. Ritu Bakshi while smt. Vimla Chrungoo, Secretary, DOPK presented the vote of thanks. On the occasion, Adv. Hunar Gupta, legal issues activist and Sardar Randhir Singh Bali, General Secretary, Guru Teg Bahadur Gurudwara, Narwal-Jammu were felicitated for their good work in their fields of activity. A Book titled “The Infidel Next Door” by Dr. Rajat Mitra, Human Rights Activist and writer of international repute was also released on the occasion. Paras Chrungoo and Drishti, the two budding and upcoming iconic voices of Jammu and Kashmir made two beautiful musical presentations in the function.

Shri Ashwani Kumar Chrungoo, President, Panun Kashmir in his address stated that Panun Kashmir is an expression of social, political and national resurgence and cohesiveness. It is a way to reclaim Kashmir as an integral part of our Cultural ethos and political identity. Mahashivratri tradition of Kashmir represents the Hindu cohesive code of belief system which is unique in character and practice. There is an imperative need to protect, preserve and promote the tradition in exile. The Kashmiri Pandits have successfully maintained their cultural moorings in exile despite dispersal. Panun Kashmir is concerned about the security and political situation of the Jammu and Kashmir state. It is surprising to believe that the state government has sanctioned 80,000 arms licenses to people in the state. The government of India needs to look into this whole issue urgently. Kashmiri Pandits as indigenous people of Kashmir demand a serious dialogue with the government of India on its issue of resettlement in the valley of Kashmir as per Margdarshan resolution.

Dr. Nidhi Mitra Tikoo in her welcome and keynote address complimented Daughters of Panun Kashmir for the great work it is doing. She said that DOPK has continued its tradition of observing Herath Milan in exile and given a strong message of observing the festival of Shivratri collectively. Panun Kashmir is a ray of hope for the nation in context of Kashmir and there is no alternative to the struggle it has launched for the last twenty years.

Swami Krishnanand ji Mahraj in his speech thanked the people of Jammu and Kashmir and particularly the Kashmiri Pandits for the invitation to the august function of Herath Milan. Consequent upon the emerging political developments and the security scenario in the Jammu and Kashmir State, the Panun Kashmir held a press conference today at Jammu. The Press Conference was addressed by Ashwani Kumar Chrungoo, President, Panun Kashmir along with Upinder Kaul, General Secretary and Sameer Bhat, Convener, Panun Kashmir Youth.

Panun Kashmir President, Ashwani Kumar Chrungoo while speaking in the press conference said that the Terror attack on Army camp at Sunjawan, Jammu is an issue of vital concern. When the security forces have built up pressure on the terror network in the whole state and made important successes due to a better planning, strategy, border management and sacrifices, the attack in Jammu city cannot be taken as an ordinary issue of security lapse. The Demographic change in the area of attack and the presence of Rohangya refugees in the same vicinity of attack are issues of serious concern. The essence of the Supreme sacrifices made by the Army personnel need to be taken to logical conclusion. Jammu has undoubtedly assumed the position of the centre of storm in this context which requires urgent attention and serious redressal.

The J&K Assembly uproar following the terror attack is also an unprecedented development. Akber Lone, who is a former Speaker and Minister, raising Pak slogans in the Assembly is a matter of shame as well as a signal to many obvious concerns. What stopped the Presiding Officer to take an action against the MLA is also intriguing. This will set a very bad precedence if there is no action against the concerned MLA as it has potential to encourage someone else to do the same in future. The Speaker, the government and the National Conference need to appear honest while contemplating the action to be taken. The MLA should be straightway suspended pending a resolution for disqualification. Mere condemnation of the statement will not undo the damage caused in this context.

The J&K government’s attempt to get the decision of the Supreme Court regarding the finality of Indian constitution reviewed is also a serious issue of concern for the nationalist constituency of the state. It is strange that a government elected with a mandate under the Indian constitution is working against the same constitution. In addition to this, the contradictory positions of the state and central governments on Art 35A and Art370 is also a major concern for everybody in the prevailing situation. The governments need to come clean on the subjects on an urgent basis. In this connection, the Central government has an additional responsibility to advise the state government to desist from what it is doing or is contemplating to do. Panun Kashmir makes an appeal to the political class in the State to desist from putting the State into a grave political and constitutional crisis.

The members reviewed the organizational and socio-political situation prevailing over the last two months in the state in particular. The meeting unanimously endorsed the opinion of the Army Chief General Bipin Rawat that the educational scenario in the Kashmir valley represents the radicalized socio-political atmosphere therein. The Army chief deserves kudos for speaking truth about valley.

Shri Ashwani Kumar Chrungoo, President, Panun Kashmir in his address stated that Panun Kashmir would always highlight the truthful picture of the J&K State along with the state of the minorities in the state. The Kashmiri Pandit community needs to bring to the fore the bigger dimensions of the Kashmir issue that pave way for their resettlement in the valley in near future. The Margdarshan Resolution is the simplest way to espouse the cause of the Pandits at national and international level. We reject the argument vehemently that Kashmir needs a “political resolution”. This is a cry of the failed political ideology and practice to blackmail the Indian masses. The Instrument of Accession, 1972 Shimla Agreement and the Unanimous Parliamentary Resolution on Jammu & Kashmir finally resolve all the political issues pertaining to Kashmir. The displacement and resettlement of Kashmiri Pandit community is the only political issue that needs redressal at a national level as per the Homeland Resolution of 1991. He further said that the issue pertaining to the Holocaust of 1990 has a great bearing on the fate and future of the KP community and the nation. We reiterate our thankfulness to the Legislative Assembly and the Legislative Council of the J&K State for passing a Resolution on the displacement of the Kashmiri Pandits on the Holocaust Day last year. We once again appeal to the other State Assemblies as well to pass such resolutions in their houses regarding the Holocaust and the Ethnic cleansing of the Kashmiri Pandits on this year’s Holocaust Day or thereafter.

Shri Virender Raina, National Spokesperson-PK while making his presentation said that the issue of the onetime settlement of the overaged youth needs urgent attention of the government. The issue could have been accommodated in the State budget along with the other welfare measures taken by the government for the employees, pensioners and the dependants of pensioners. The Health Insurance issue also needs a review in order to accommodate all strata of the displaced society. The recruitment process under PM’s employment package which has been very slow by now also require urgent attention of the government and we urge that the legal hiccups in this connection should be amicably resolved. The Aadhar linkage with the ration cards should be deferred to the March 31st deadline as directed by the supreme Court and the Central government.

The meeting revoked the suspension on the organizational activities imposed one month before by Panun Kashmir for the successful conduct of the Chetna Divas programme and Shri Guru Teg Bahadur Saheb Sanmaan Yatra-2018. The members expressed complete satisfaction over the success of the programmes and decided to organise a Demonstration on this year’s Holocaust Day on 19th January 2018 at outside the Raj Bhawan at 10.30 AM. Panun Kashmir also appreciates the decision of the Shri Amarnath Shrine Board to organise the Yatra to the shrine this calendar year for full two months. This reflects the aspirations of the devotees as well as the people connected with the Historical Anarnath Annual Yatra.

Shri Ashwani Kumar Chrungoo, President, Panun Kashmir said in his address that Panun Kashmir appreciates the initiative of Shri Guru Teg Bahadur Saheb Sanmaan Yatra Organising Committee. It was after a long time that the Yatra to Shri Anandpur Saheb was undertaken jointly by the Kashmiri Pandits, Sikhs, Dogras and Punjabi Hindus. It has sent a strong message of love, brotherhood and harmony across. It is due to the supreme sacrifice of Shri Guru ji Maharaj that India exists in this form, so was he rightly called as the “Hind Di Chadar”. Panun Kashmir along with the other organizations expressed their intent to organise the Sammaan Yatra every year in the month of January to pay rich tributes to the memory of Shri Guru Teg Bahadur ji and connect the younger generations with the historical context practically.

We also express our thanks and gratitude to the SGPC and the Delhi Sikh Gurudwara Prabandhak Committee for their cooperation, service and support for the Yatra. The Sikh bodies in Jammu also deserve appreciation for their positive role in the Samman Yatra. We have a common history and a common cause. Kashmiri Pandits, Sikhs and the Dogra community in Jammu and Kashmir have a great common thread among themselves so far as the tradition of Sikh Gurus is concerned. There are four Chatti Patshahis established in the state and every citizen of the state has a great reverence towards the ten Gurus of the Sikh tradition and legacy for their exemplary and heroic role. We need to carry forward their message of love, service, struggle and brotherhood ahead.

Prof. M.L.Raina, Chairman, Political Affairs Committee while speaking in the meeting said that the cause of Homeland has gained great momentum due to the activism of the organization. Kashmiri Pandits, as the indigenous people of Kashmir, who are first and primary stakeholders to the land of Kashmir cannot afford to sit silent on important and basic issues connected with our displacement and resettlement in Kashmir. The mission will be resolutely followed with the help of the likeminded people till the goal is realized.

Shri Guru Teg Bahadur Saheb Sanmaan Yatra-2018 was inaugurated today at Sheeshganj Gurudwara, Chandni Chowk, Delhi. The Yatra which has gained historical importance due to historical context has been initiated by the Kashmiri Pandit organisations in collaboration with the Delhi Sikh Gurudwara Prabandhak Committee and the SGPC. Over 1,000 people participated in the inaugural function of the Yatra at the Gurudwara Sheeshganj. The inaugural function included Ardas, Shabd Kirtan, felicitations and Langar Prasad. This initiative is reflective of the sentiment of Thanks Giving by the Kashmiri Pandit community to the Great Guru Shri Teg Bahadur ji Maharaj. The Yatra is also a tribute to the great memory of the supreme sacrifice of the Guruji in the 17th Century.

The Yatra is recognised as a mission to spread the message of peace and love for all. It was emphasized in the function that Sri Guru Tegh Bahadur Sahib’s Shahadat was not only saviour of the Kashmiri Pandits but of the entire Hindu society to save them from the religious intolerance, and torture by the cruel emperor, Aurangzeb. Sri Guru Tegh Bahadur Sahib laid down his life and that of his son Sarbansdani, Guru Gobind Singh ji, and his four sons and followers towards the cause. Such a ‘shahadat’ has not been forgotten. It has to be acknowledged and honoured. The basic tenets of Sikhism are to be reiterated and followed, which are; no discrimination on account of caste and creed, love for Dharma and respect for all religions and service of the humanity in general.

The Yatra reached Anandpur Sahib via Panipat and Ambala in the evening hours. A large contingent of yatries from Jammu, Delhi, Faridabad, Gurugram, Dwarika, Ghaziabad, Amritsar, Chandigarh, Himachal Pradesh and Haryana is a part of the Sanmaan Yatra. Gurudwaras and local associations had organised langer and other services lfor the yatries en route. The formal ceremonies will be held tomorrow, the 7th of January 2018 (Mata Roop Bhaani Divas).

Shri Ashwani Kumar Chrungoo, President, Panun Kashmir said in his address that Panun Kashmir appreciates the major policy shift of the US administration regarding Pakistan. The Tweet statement of the US President Donald Trump needs to be read along with the new policy declaration of the US and the preceding statement of the US Vice President Mike Pence. It is a qualitative reflection of the Indian diplomatic advances regarding Pakistan and requires follow up on an intense speed and strategy. There can be no two opinions about what the US President and the Vice President said about Pakistan. The state of Pakistan has not only been befooling US but also the whole world and has been exploiting and blackmailing its so-called nuclear status. Stopping of US aid to Pakistan is a major policy decision that should encourage the world opinion to rethink about Pakistan’s outspoken support to terror. It has not only allowed misuse of its land and the land under its illegal occupation for building and training terror gangs and infrastructure but has also used the US financial aid for dubious purposes right from 1965. The government of India is expected to come forward with a well structured response on the issue and take urgent measures to consolidate gains on strategic, diplomatic and security fronts with a view to isolate Pakistan. It also needs to take major exercise into its hand affecting the global opinion regarding Pakistan’s complicity in fomenting trouble in the Jammu and Kashmir state.

Prof. M.L.Raina, Chairman, Political Affairs Committee while speaking in the meeting made it clear that the Kashmiri Pandits since are the first victims of terrorism in Kashmir, feel encouraged with the statements emanating from US. Kashmir Pandits, as the indigenous people of Kashmir, who are first and primary stakeholders to the land of Kashmir cannot afford to ignore the waves of change taking place having ramifications of a larger nature. Pakistan has been exposed before the world due to its double talk and dubious actions.

Shri Ashwani Kumar Chrungoo in his speech said that the Homeland Resolution passed twenty six years back paved the way for struggle in exile for the displaced community of Kashmiri Pandits. The basic demand of Homeland coupled with the context given in the Resolution are as important and relevant today as they were on the day the Resolution was passed. The community and the nation have given a large number of sacrifices in the State of Jammu & Kashmir since the passing of the Resolution. He also acknowledged the exemplary role played by the Army and security forces in Kashmir and praised Jammu & Kashmir police in this connection. There are various issues of high priority for the community and the issue of survival cannot be overlooked. The government needs to take the issues pertaining to the one time compensation for the overaged youth very seriously. There should not be any further delay in the recruitment process of the declared 4,000 jobs under the PM’s employment package. The deaths due to hepatitis because of drinking of contaminated water in Jagti Township are a matter of grave concern and are a human rights issue as well. The administration will have to take immediate corrective measures. He said, “While we are observing today the 26th anniversary of the Margdarshan Conference which was held in 1991, we also are abreast of our duties towards our society and the nation. The clarion call for Homeland was the natural response to the hundreds of years of pain that the community experienced in Kashmir”. He also described the details of the Shri Guru Teg Bahadur Bahadur Sanmaan Yatra to commence from Gurudwara Sheeshganj to Anandpur Sahib on 6thJanuary 2018.

Prof. M.L.Raina in his address said that the struggle for passage of the Temples and Shrines Bill has a multi-dimensional meaning. The situation in Kashmir has completely changed and there is a visible atmosphere of Islamic radicalization in Kashmir. In such a scenario, only a ‘socially accepted constitutional mechanism’ can save, protect and promote the legacy of temples and shrines in Kashmir. Since temples and shrines represent thousands of years old civilizational ethos of Kashmir, we as the representatives of the Hindu society of Kashmir are morally bound to take the struggle of the passage of Temples and Shrines Bill forward. He thanked the government for taking up certain cases of renovation of temples in Kashmir valley.

Shri Virender Raina said that there is a need to involve more and more young people in the struggle in exile. Their involvement in the right direction is destined to play a very crucial role for the struggle. Amar Shaheed Pt. Prem Nath Bhat Memorial function was organised at the Abhinav Theatre as “Chetna Divas” today by Pt. Prem Nath Bhat Memorial Trust. Shri Kavinder Gupta, Hon’ble Speaker of the Legislative Assembly was the Chief Guest on the occasion while Shri Girdhari Lal Raina ‘Ajay Bharti’ presided over the programme. Shri Ashwani Kumar Chrungoo, President, Panun Kashmir was the Community Speaker and Shri Roshan Lal Pandita, Member of the Trust presented the vote of thanks. The prominent dignitaries who attended the function included Swami Kumar ji, H.N.Jattu, President, AIKPC, B.L.Saraf, Session Judge-Retired, Prof. K.L.Bhatia, B.L.Bhat, Former MLC, Kashmiri Lal Bhat, Brij Lal Bhat, Virender Raina, Chand Ji Bhat, Santosh Nadaan, M.K.Jalali, Sundrilal Bhat and H.L.Bhat. Shri Piary Lal conducted the proceedings of the programme.

The programme was inaugurated by lighting the traditional lamp before the portrait of Shri Prem Nath Bhat and by offering floral tributes to the photographs of the martyrs of Kashmir. A two-minute silence was observed in memory of all those who laid down their lives upon the altar of the nation in Kashmir. On the occasion, ‘Sammaan Patra’ was presented to the family members of those community martyrs who were assassinated by the terrorists in Kashmir. The three martyrs included Shri Lassa Kaul, former Director-Doordarshan martyred at Srinagar, Radhakrishan Bhat and his son Surinder Kumar Bhat who were martyred at Ashmushi-Kulgam. Shri Shiban Khaibri, noted columnist read out the citation of the martyrs. Adv. Sonakshi Bhat and Adv. Nishu Kanth recited Vandey Matram, the national song while Ganyatri Mantra was recited at the end of the programme. A special edition of magazine “NAAD” was released on the occasion and the members of AIKS who participated in the release included A.K.Raina, V.K.Kashkari and Aryan Ramesh.

Shri Kavinder Gupta while speaking on the occasion said that it was an honour to be associated with Pt. Prem Nath Bhat who was a doyen of nationalism in Kashmir. He referred to many facets of the remarkable life of Pt. Prem Nath Bhat and said that he used to be an inspiration for many of those who were involved in the social and political work in the J&K state with the missionary spirit of nationalism. He also said, “I can never ignore the contribution of Shri Bhat Sahib whom I knew from the days of emergency and with whom we all have worked together for the cause of the society and nation building”. “He was a wonderful professional too and would do his duties with all humility and responsibility. He was also known because of his strong pen and would contribute on the issues of minorities of J&K and especially the Kashmir situation.”

Girdhari Lal Raina ‘Ajay Bharti’ in his concluding address said that the sentiments presented in the programme will be taken to the right quarters by him. He said that he enjoyed good relations and personal rapport with Bhat Sahib whom he knew during the eighties. While talking about Bhar Sahib, he said that he had a special love and regard for the social cause and we in fact are associated with the social and political work due to the inspiration from the great people like Pt. Prem Nath Bhat. The political scenario is abreast of the community issues and the government also has to play a pro active role in mitigating the sufferance of the community. All issues will be taken to the logical conclusion and “I take upon me to take the issues forward and to the appropriate quarters along with the support of the leaders of the community”. “I assure my community brethren justice and pledge to take the mission of Bhat sahib to newer heights.”

The meeting also paid rich tributes to the brave Indian Army Jawans who laid their lives in 1971 war and achieved victory on this day against Pakistan.

Shri Ashwani Kumar Chrungoo, President, Panun Kashmir in his address said that Panun Kashmir welcomes the announcement of the J&K government to regularize 60,000 casual employees. This will be considered as the biggest social welfare measure taken by the government and will benefit 60,000 families lifelong. Time has come to take some other important measures also which will provide social security to the hapless overaged youth of the KP displaced community who are the first victims of terrorism in the valley. They have been struggling for the one time settlement of their issue for a long time now. Panun Kashmir strongly demands a package of Rs. 25 lakh per family for such overaged youth. It is also important to review the relief given to the displaced people of J&K state in view of the consumer price index. We demand that either the relief be linked with the consumer price index or the relief amount be doubled. This will also be one of the major welfare measure taken by the government of the day. Since Aadhar linkage to the documents has been deferred by the Supreme Court as well as the government of India, so should also apply to the relief holders ration card issue and their relief and ration may be released forthwith.

Prof. M.L.Raina, Chairman, Political Affairs Committee said that it is important for all of us to stand united in regard to the issues that are directly related with the martyrdom of our great Gurus and heroes. They sacrificed their everything for us and the national cause. Both the two ensuing programmes have a great significance for our struggle in exile and are closely connected with our survival. Since both the two programmes are being held in a politically significant scenario, it should be our endeavour to make them successful. The Kashmiri Pandit community has reached this stage due to the struggle it fought all these three decades. It is important that the continuity of the struggle is ensured in order to achieve the desired results. This is time to recognize the efforts of everyone who contributed to the cause all these decades. Since Kashmiri Pandits as the indigenous people of Kashmir are the first and primary stakeholders to the land of Kashmir, we demand that the government of India should take up the Homeland demand dialogue process seriously and initiate a formal discussion process with the representatives of the community on the basis of the two rounds of discussion held each with the Union Home Minister, Shri Rajnath Singh and the Centre’s Representative, Shri Dineshwar Sharma.

(Executive Council Meeting)

Panun Kashmir conducted the meeting of its Executive Council today at Jammu. The meeting was held under the chairmanship of Shri Ashwani Kumar Chrungoo, President, Panun Kashmir. It was attended among others by S/Sh. Virender Raina, National Spokesperson, Virender Kaul, Organizing Secretary, N.M.Gadroo, Treasurer, Vijay Qazi, Ashok Chrungoo, Vineet Sikal, and Sameer Bhat, Convener, Panun Kashmir Youth. The meeting discussed the socio-political scenario of the state in context of the prevailing situation.

It was decided in the meeting to suspend all the organizational activities of Panun Kashmir for one month with immediate effect. Instead the rank and file was instructed to devote full time to the successful organization of the ensuing two community programmes i.e. Chetna Divas Programme in the memory of the late Martyr Shri Prem Nath ji Bhat to be held on 27th December 2017 at Abhinav Theatre, Jammu and Shri Guru Teg Bahadur Saheb Sanmaan Yatra-2018 from Gurudwara Sheeshgunj to Anadpur Saheb commencing on 6th Jan. 2018.

Shri Ashwani Kumar Chrungoo, in his speech, said that it is important for all of us to stand united in regard to the issues that are directly related with the martyrdom of our great Gurus and heroes. They sacrificed their everything for us and the national cause. Both the two programmes have a great significance for our struggle in exile and are closely connected with our survival. Since both the two programmes are being held in a politically significant scenario, it should be our endeavour to make them successful. The Kashmiri Pandit community has reached this stage due to the struggle it fought all these three decades. It is important that the continuity of the struggle is ensured in order to achieve the achievable and un-achievable both. This is time to recognize the efforts of everyone who contributed to the cause all these decades. Since Kashmiri Pandits as the indigenous people of Kashmir are the first and primary stakeholders to the land of Kashmir, we declare our intent to take our struggle to the logical conclusion. Even if it gets converted into a struggle of generations, we will fight it with deep resolve and dedication and commitment.

Shri Virender Raina said that Panun Kashmir would like to make it very clear that the Article 370 and 35A exist in contravention of the fundamental rights guaranteed under the Article 14 of the Indian Constitution to the citizens of India. These need to be abrogated under the due process of law as soon as possible and the Constitution (Application to Jammu & Kashmir state) Order 14th May 1954, since was/is an intentional fraud, be also abrogated along with. The way, Section (A) was added to the Article 35 of the Constitution, the same way can be used to abrogate both 35A as well as the Art370. We also demand that the over aged youth issue needs immediate settlement with a onetime compensation plan of twenty five lakhs of rupees per family. We make a fervent appeal to the government to consider seriously the issue of enhancement of relief to the relief holders keeping in view the price escalation and thus demand that the amount of the relief may be doubled with immediate effect.

(Panun Kashmir Political Affairs Committee Meeting)

Panun Kashmir conducted the meeting of its Political Affairs Committee today at Jammu. The meeting was held under the chairmanship of Shri Ashwani Kumar Chrungoo, President, Panun Kashmir. It was attended among others by S/Sh. Virender Raina, National Spokesperson, Upinder Kaul, General Secretary, Kamal Bagati, General Secretary (Org), Virender Kaul, Organizing Secretary, N.M.Gadroo, Treasurer, Vijay Qazi, P.K.Bhan, K.K.Kaul, Surinder Kaul and Sameer Bhat, Convener, Panun Kashmir Youth. The meeting discussed the socio-political scenario of the state in context of the prevailing situation and extended full support to Shri Guru Teg Bahadur Sanmaan Yatra 2018 from Gurudwara Sheeshgunj to Anadpur Saheb commencing on 6th January 2018.

Shri Ashwani Kumar Chrungoo, in his speech, said that for six long decades, a section of the population of Jammu and Kashmir was given a special treatment and pampered at the cost of the minorities of Kashmir and the regions of Ladakh and Jammu. The issues of Kashmir majority were seen with the magnifying glasses while the others were left at the mercy of their fate. The end result of such a policy is that the Kashmiri Pandit community was forced to live as refugees in its own country, the West Pak refugees were treated as second class citizens instead of a part of the nation, the Jammu and Ladakh regions remained always on the edge and the genuine grievances of the minorities were put under the carpet always. It is for the first time that the forgotten classes of the society are receiving attention at the highest and appropriate level.

Panun Kashmir would like to make it very clear that the Article 370 and Article 35A have become an unnecessary baggage of the past errors of the rulers of India; there is a national consensus to review these absurd laws that are in contravention of the fundamental rights guaranteed under the Article 14 of the Indian Constitution to the citizens of India. These should be abrogated under the due process of law as soon as possible and the Constitution (Application to Jammu & Kashmir state) Order 14th May 1954, since was/is an intentional fraud, be also abrogated along with. Shri Virender Raina said that Panun Kashmir appeals to the government to defer its proposal, to make Aadhaar linkage to the Ration Card a Rule, up to 31st March 2018 as per the latest guidelines. Accordingly, the relief may be sanctioned and distributed to the relief holders immediately without applying this Rule. We also emphasize that the promised declaration for appointment of 3,000 youth under the PM’s Package Plan needs to be translated into reality fully. The part declaration of the package is tantamount to justice delayed. A separate recruitment board should be constituted in this regard. The over aged youth issue needs immediate settlement with a onetime compensation plan of twenty five lakhs of rupees per family. (Panun Kashmir meets Interlocutor)

In continuation of the earlier meeting, the delegation of Panun Kashmir, headed by Shri Ashwani Kumar Chrungoo, President, Panun Kashmir, met the Centre’s Representative Shri Dineshwar Sharma in Jagti today and discussed with him the important concerns of the Pandit community and also gave him an on the spot view of their problems. The delegation also included Kamal Bagati and Bansi Lal Thussoo.

Shri Ashwani Kumar Chrungoo took up three specific points with the Representative of the Centre. He said that no authority in India is mandated to discuss the issue of secession of any part of the country with anyone. There is an imperative need to draw a baseline for any dialogue emphasizing that Kashmir is no exception in this regard. Shri Sharma agreed with Shri Chrungoo and said that no dialogue can have an extra constitutional basis. The delegation reiterated that the sovereignty of the country is non-negotiable. It is the bottom-line and government should make it clear during discussions.

Panun Kashmir made it clear that from the day one we have been saying that the townships in Kashmir are no alternative to our miseries. We believe that Homeland for Pandits in the valley with Union territory status is the only solution. It detailed him about the resolution passed by Panun Kashmir in December 1991; Kashmiri Pandits demanded that the Centre create a homeland comprising the regions of the valley to the East and North of river Jhelum. The homeland, according to Panun Kashmir, should have a union territory status where the Constitution of India is made applicable in letter and spirit to ensure a right to life, liberty, freedom of expression and faith, equality and rule of law.

Panun Kashmir organised a "Decade Event" programme at Jammu today in commemoration of the 50-day Kashmir Sankalp Yatra that was organised a decade back covering 11 states. The function was presided over by Shri Ashwani Kumar Chrungoo, President, Panun Kashmir. It was among others attended by S/Shri Prem Singh Raina, President, Kashmir Displaced Sikh Forum, R.K.Bhat, President, Youth All India Kashmir Samaj, A.K.Raina, Vice President, AIKS, J.L.Kaul, Vice President-PK, Virender Raina, National Spokesperson-PK, Upinder Kaul, General Secretary-PK, Vimla Chrungoo, Secretary-DOPK, Kamal Bagati, General Secretary (Org.), Virender Raina, Organising Secretary, Sameer Bhat, Convener, Panun Kashmir Youth, Vijay Qazi, Vijay Saproo and Santosh Sharma. The function was inaugurated by lighting the traditional lamp by the prominent activists of Daughters of Panun Kashmir. On the occasion, the activists who took path in the earlier versions of the Kashmir Sankalp Yatra were felicitated. The welcome address was presented by Shri Virender Raina who gave a historical brief of the Yatra initiated by Panun Kashmir in November 2007. He also briefed the audience regarding the commemoration of the Decade Event by conducting a tour of the Kashmir valley by S/Shri Ashwani Kumar Chrungoo and Upinder Kaul, the President and General Secretary respectively of the Panun Kashmir.

Shri Ashwani Kumar Chrungoo, President-PK in his address said that the delegation of Panun Kashmir started the tour by visiting first Veth Vatur (VETRAVATI)-Verinag, the original source of the river Vitasta (Jehlum). It was followed by paying visit to Devibal-Shailputri-Baramulla, Jeshta Devi Asthapan-Srinagar, Kheerbhawani-Ganderbal, Ganpatyar Temple-Habbakadal and Sheetalnath-Nai Sarak, Srinagar. While we express our deep concern regarding the conditions that have been witnessed by us at Veth Vatur and Shailputri-Devibal, we make a fervent appeal to the government of Jammu & Kashmir to come forward as promised and planned by the concerned Ministry to save these two important symbols of Kashmir’s heritage, history and culture. The delegation upon its visit to the important shrines found them in a dilapidated condition as a result of continuous neglect and apathy. The delegation also paid rich tributes at the Samadhi of 1967 Martyrs at the historic Sheetalnath Grounds.

Shri R.K.Bhat, President, YouthAIKS complimented the role of Panun Kashmir leadership for taking the struggle in exile of the Kashmir Pandits to the new heights by organizing innovative and politically oriented initiatives. He said that the leadership plays a key role in making the society realize about its responsibilities by leading from the front. He in particular referred, in this context, to the President of Panun Kashmir, Shri Ashwani Kumar Chrungoo who he said was a serious and committed leader in all respects. His activities all along have inspired younger generations to dedicate themselves to the cause of the displaced community. We need to take the struggle in exile forward and achieve new milestones by our hard work so far as short and long term goals of the displaced community are concerned.

Sardar Prem Singh Raina, President, Kashmir Displaced Sikh Forum in his address said that the KDSF has been doing a yeoman’s job in collaboration with Panun Kashmir for the last two decades. The Forum took great interest in all the versions of the Kashmir Sankalp Yatra in 2007, 2008 and 2011. He also referred in particular to the versions of the Yatra that visited the Darbar Sahib, Hazoor Sahib, Anandpur Sahib, USA, Ramtek and Sabarmati Ashram in Gujarat. The Kashmir Sankalp Yatra was successful in taking the cause of Kashmir and the displaced Kashmiri Pandit and Sikh community to the national and international audiences.

Shri A.K.Raina, Vice President, AIKS in his speech said that the recently held tour of the whole Kashmir valley in two days time by the leadership of Panun Kashmir is really commendable. It has served the cause of Kashmir and peace in a big way. The issues have been well highlighted. He also referred to the welcome programme for the Yatra conducted by the All India Kashmir Samaj at Delhi in 2007. He laid emphasis on the unified action by the KP activists since everyone’s actions are aimed at the welfare of the community and the nation. He also paid rich tributes to the senior activists of the community who were no longer with us today.

A two-member delegation of the leadership of Panun Kashmir is on a two-day visit of Kashmir valley. The delegation comprises Shri Ashwani Kumar Chrungoo, President and Upinder Kaul, General Secretary respectively of Panun Kashmir. The visit is in connection with the Decade Event of the 50-day Kashmir Sankalp Yatra that was initiated from Srinagar way back on 11-12 November 2007. On this occasion, we release the following statement:

The Kashmiri Pandit displaced community continues to live as refugees in its own country. A serious dialogue process should be initiated by the government of India for the establishment of a separate Homeland in Kashmir valley as explicitly demanded in the Margdarshan Resolution of 1991. There has to be a full and free flow of the Indian Constitution in the Homeland that needs to be designated as the Union Territory. As the first and primary stakeholders to the land of Kashmir, we need to declare from the land where ‘the ashes of our forefathers and the temples of our gods lay’ that Kashmiri Pandits belong to Kashmir and have an equal stake in Kashmir.

The Kashmiri Pandits have clarified that the Article 370 and Article 35A have become an unnecessary baggage of the past errors of the rulers of India; there is a national consensus to review these absurd laws that are in contravention of the fundamental rights guaranteed under the Indian Constitution to the citizens of India. They should be abrogated under the due process of law as soon as possible and the Constitution (Application to Jammu & Kashmir state) Order 14th May 1954, since was/is an intentional fraud, be also abrogated along with.

We are of the strong belief and understanding that no government is mandated to discuss and negotiate the issue of unity and integrity of India and Jammu & Kashmir is no exception in this regard. The government needs to make it very clear than to keep the people in dark as it has happened for the last more than six decades. There is an imperative need to restore peace in the Kashmir valley. The Pandit community has all along supported the initiatives that have the potential to restore law and order in the valley. Being the first and worst victims of terrorism, the Pandits want complete finish of terror from the valley. In this context, the appointment of the Centre’s Interlocutor can prove a small window that can pave way for new vistas. We prayed for peace in the valley at all the pious places we visited during these two days and prayed specially at Mata Kheerbhawani Shrine of reverence for Eternal Peace in Kashmir."

A four-member delegation of the leadership of the displaced Kashmiri Pandit community had a meeting with the Centre’s Interlocutor at Jammu today. The meeting was held in a cordial atmosphere in which the displaced leadership comprising Shri Ashwani Kumar Chrungoo, President, Panun Kashmir, Shri H.N.Jattu, President, AIKPC, Shri R.K.Bhat, President, YouthAIKS and Virender Raina, National Spokesperson-PK put before the Interlocutor the Kashmiri Pandit political perspective in detail.

Shri Ashwani Kumar Chrungoo in his presentation said that time has come for the Government of India to take immediate and urgent steps to liberate the Pakistan occupied parts of Jammu & Kashmir State in consonance with the unanimous resolution passed by the Parliament in 1994. The Kashmiri Pandit displaced community continues to live as refugees in its own country. A serious dialogue process should be initiated by the government for the establishment of a separate Homeland in Kashmir valley as explicitly demanded in the Margdarshan Resolution of 1991. Shri Dineshwar Sharma in his reply to a pointed question by Mr. Chrungoo clarified that no government is mandated to discuss and negotiate the issue of unity and integrity of India and Jammu & Kashmir is no exception in this regard.

Shri H.N.Jattu said that there is an imperative need to restore peace in the Kashmir valley. The Pandit community has all along supported the initiatives that have the potential to restore law and order. Being the victims of terrorism, the Pandits want complete finish of terror from the valley.

Shri R.K. Bhat emphasized that the governments have failed to live up to their promises made to the PM package employees since they have all become victims of the circumstances. A Special Recruitment Board should be constituted to start the process of the recruitment of the announced 3,000 PM Package employees. The valley based employees need to be brought at par with the “Migrant Employees” till normalcy is restored. There is also a need to evolve a permanent mechanism for redressal of the day to day issues of the displaced employees in the valley.

Shri Virender Raina in his presentation demanded, forcefully, a one-time compensation settlement package for the over aged youth of the community who could not be absorbed in the PM Package plan. They need social security guarantee from the government and we strongly advocate their cause.

Panun Kashmir organized a meeting of its Executive Council today at Jammu. The meeting was presided over by Shri Ashwani Kumar Chrungoo, President, Panun Kashmir. Among others who attended the meeting included S/Shri M.L.Raina, Chairman, Political Affairs Committee, Virender Raina, National Spokesperson-PK, Upinder Kaul, General Secretary, Kamal Bagati, General Secretary (Org), Smt. Moheni Raina, Chairperson-DOPK, Vimla Chrungoo, Secretary-DOPK, N.M.Gadroo, Treasurer, P.K.Bhan, R.L.Sharma and Sameer Bhat, Convener, Panun Kashmir Youth. The meeting was organised to take stock of the situation after the successful programme connected with the "J&K Vilay Divas" held at New Delhi. The meeting discussed the current socio-political situation prevailing in the state at present and also chalked out its programmes for the month of November 2017. It was unanimously decided in the meeting to commemorate the Decade Event of the ‘Kashmir Sankalp Yatra’ on 12th November 2017 in an appropriate manner.

Shri Ashwani Kumar Chrungoo, President, Panun Kashmir while addressing the meeting said that Panun Kashmir expresses satisfaction over the conduct of the Vilay Divas programme at New Delhi recently. He said that it is incumbent upon Panun Kashmir to carry forward the Delhi Declaration passed in the programme at Delhi. The Government of India should take immediate and urgent steps to liberate the Pakistan occupied parts of Jammu & Kashmir State in consonance with the unanimous resolution passed by the Parliament in 1994.

Panun Kashmir rejects summarily the statement of the Advocate General of the J&K State regarding the so-called Autonomy etc. to the state. He should be asked to explain forthwith the reasons for such an uncalled for statement which has even been rejected by the alliance partner, the BJP.

Prof. M.L.Raina, Chairman, Political Affairs Committee said that the issue of Rohangya illegal immigration has assumed a big national security threat to the Indian nation and particularly their presence in the Jammu and Kashmir state has implicit larger dimensions of demographic invasion on the Jammu region. The process for their detection and deportation should be taken in hand by the government forthwith.

The Kashmiri Pandit community has all along played a pivotal role in pioneering the cause of the national building and social reform. It has been in the forefront of national consciousness in regard to the emancipation of the downtrodden and the women empowerment. Unfortunately, it is now facing a crisis of existence as a vibrant economic, social and political institution of the society. The government is appealed to create conditions for fair play ground norms for this community of the J&K state and take immediate steps to constitute a separate Recruitment Board for the appointment of the PM Package employees. There is also an imperative need to evolve a permanent mechanism for redressal of the day to day issues of the displaced people and the government needs to look into this particularly when the Durbar Move has also taken place.

The meeting also paid rich tributes to the martyred security forces personnel in the valley and made a demand that the government should take all measures to take necessary care of the families of the martyrs.

(The celebration of Jammu & Kashmir Vilay Divas)

In connection with the celebration of Jammu & Kashmir Vilay Divas, PANUN KASHMIR in collaboration with the World Brahmin Organisation organized a one-day programme at Satya Sai International Centre Auditorium, Lodhi Road, New Delhi today.

Well known Experts from the fields of Politics, Social Service, Defence, Stategy and Media graced the occasion and presented their point of view on the issues of Accession of Jammu & Kashmir, Kashmir & Kashmiri Pandits, Art370 & 35A, concerns pertaining to the Brahmin community at large and the burning issue of Rohangyas’ illegal immigration into India and particularly at Jammu in Jammu and Kashmir state. The programme was presided over by Ashwani Kumar Chrungoo, President, Panun Kashmir. The programme was inaugurated by lighting the traditional lamp.

  1. "This one-day historic assembly of delegates from seven states declare that:
  2. The Government of India should take immediate and urgent steps to liberate the Pakistan occupied parts of Jammu & Kashmir State in consonance with the unanimous resolution passed by the Parliament in 1994,
  3. The Kashmiri Pandit displaced community continues to live as refugees in its own country. A serious dialogue process should be initiated by the government for the establishment of a separate Homeland in Kashmir as explicitly demanded in the Margdarshan Resolution of 1991,
  4. The Article 370 and Article 35A have become an unnecessary baggage of the past errors of the rulers of India; there is a national consensus to review these absurd laws that are in contravention of the fundamental rights guaranteed under the Indian Constitution to the citizens of India. They should be abrogated under the due process of law as soon as possible,
  5. The issue of Rohangya illegal immigration has assumed a big national security threat to the Indian nation and particularly their presence in the Jammu and Kashmir state has implicit larger dimensions of demographic invasion on the Jammu region. The process for their detection and deportation should be taken in hand by the government forthwith and
  6. The Brahmin community has all along played a pivotal role in pioneering the cause of the national building and social reform. It has been in the forefront of national consciousness in regard to the emancipation of the downtrodden and the women empowerment. Unfortunately, it is now facing a crisis of existence as a vibrant economic, social and political institution of the society. The government is appealed to create conditions for fair play ground norms for this community of the Hindu society in the country and allow an environment for development of an egalitarian society at large.

Shri Ashwani Kumar Chrungoo, President, Panun Kashmir while addressing the meeting said that the situation in Kashmir has ceased to be an ordinary law and order problem. What Panun Kashmir has been persistently emphasizing upon has come true and Kashmir is, unfortunately, on the path of Syria and Iraq. The religious crusade in Kashmir has manifested itself in its worst form. The drama and facade of Azadi has been uncovered by the same people who are in the leadership of the religious crusade in Kashmir. It was and is a fight to cleanse Kashmir of anything but Nizame Mustafa. It is the duty of the state government to give complete protection and security to the members of the miniscule minority community in the Kashmir valley. They have been living on an edge always and continue to do so now and in particular the package employees and the other valley based minority community members are to be ensured complete security.

Panun Kashmir also appeals to the government of India and its instrumentalities in Kashmir to take due note of our appeal. It is its paramount duty not only to take tough action in Kashmir but also to make it sure that the minority community is protected in Kashmir. A serious situation is on the anvil necessitating for a complete review of the policies connected with the security and sovereignty of the nation in Kashmir. The approach of Dereliction and Delay has brought us to this juncture. We pay our salutes to the valiant security forces that are facing tough times in Kashmir. We join the patriotic forces of this nation to pay our homage to the slain Lieutenant of the Indian Army Omar Fayaz. He has set an example for the generations to come in Kashmir. We pray for peace to his soul.

Prof. M.L.Raina, Chairman, Political Affairs Committee expressed the view that Panun Kashmir since its inception has given a new and different Idiom to the Kashmiri Pandit struggle that takes into account the geo-political aspirations of the community. The whole philosophy, context, declaration and the demand of homeland in Margdarshan Resolution envisages a complete solution to the centuries of persecution, neglect and apathy. The focus today is definitely on the future generations and Panun Kashmir is conscious of its responsibilities in this direction. He congratulated the leadership of Panun Kashmir for taking the community’s cause to the new heights.

Shri Virender Raina, National Spokesperson, PK said that the Kashmiri Pandit activists are duty bound to espouse the cause of human rights violations and ethnic cleansing against the minorities in the J&K state on all available forums at national and international level. In this connection, the recent UNHRC endeavour on behalf of Panun Kashmir has brought an important dimension of the issue to the fore. The international human rights bodies need to be brought out of the oblivion regarding the factual situation in Kashmir. We will further follow this up in an appropriate manner in future course of time and would appeal to the vast membership of the community to give us more facts and figures in this connection and join this campaign in order to keep alive the core concerns of the Pandits –the victims of crimes against humanity in Kashmir.

The members of the minority Kashmiri Pandit community are the indigenous people of Kashmir and are the primary and first stakeholders to the land of Kashmir.

The Kashmiri Pandits and Sikhs are the first victims of Human rights violations, genocide and Ethnic cleansing in the valley of Kashmir at the hands of the Islamic terrorist and fundamentalist forces,

We have been living as refugees in our own country for the last 28 years which is unparallel in the recent history of mankind.

Pakistan and ISI role in Kashmir for death, destruction and cross border terrorism is a glaring unfortunate fact.

The role of Pakistan and ISI needs no proof bigger than the banishment of the half a million original inhabitants of Kashmir -the Kashmiri Pandits. They became the targets of the hate crimes in Kashmir because of their different belief system.

Complete Islamisation and Radicalisation of society in Kashmir spearheaded by the Hurriyat led to Mass Exodus of the Pandits from Kashmir in 1989-90.

The facade of AZADI in Kashmir is a name and platform for Pan-Islamisation through the instruments of Terrorism and Genocide.

Pakistan has been misusing the territory of Jammu and Kashmir state illegally under its occupation for nurturing terror infrastructure and terror training programmes against India.

Since the world is under serious threat of terror, radicalisation and the calls for 'Nizam e Mustafa', India being an important global partner to eradicate terrorism from the world assumes greater role to aware and share the world opinion regarding the menace of terrorism and its after-effects on the humanity at large.

The first victims of terrorism in the valley of Kashmir, the displaced Kashmiri Pandits, who are the original inhabitants of Kashmir, have articulated their geo-political aspirations in 1991 in the shape of a demand of Homeland in the valley of Kashmir where there will be full and free flow of Indian constitution.

"Daughters of Panun Kashmir" organised its Annual Get-Together meeting at K.L.Saigal Hall, Jammu today. A large number of women activists including prominent socio political leaders and activists participated in the programme. The programme was presided over by Smt. Moheni Raina, Chairperson, DOPK. The function was inaugurated by lighting of the traditional lamp. Smt. Vimla Chrungoo, Secretary, DOPK presented the Welcome Address while Shri P.K.Bhan, Senior Activist conducted the proceedings of the programme. Among prominent personalities who were present on the occasion included S/Shri Ashwani Kumar Chrungoo, President, Panun Kashmir, Adv. Ankur Sharma, Judicial activist, Virender Raina, National Spokesperson-PK, Manoj Handoo, General Secretary Youth AIKS and Sunita Raina. Smt. This DOPK programme is being held at an important juncture where Panun Kashmir has made significant strides in changing the narrative on Kashmir and also creating a global consciousness about the indigenous people of Kashmir, the Kashmiri Pandits who have faced ethnic cleansing and mass exodus in their own home state. The DOPK has always been a pillar of strength and has been instrumental in the preservation and promotion of the socio-cultural moorings of the displaced community. On the occasion, Smt. Vimla Chrungoo, Vijay Saproo and Santosh Sharma were specially facilitated by the DOPK for their contributions to the struggle in exile.

Adv. Ankur Sharma, who has been projecting the cause of the Hindu minority community in the Jammu and Kashmir state (related to the minority status) in the Supreme Court of India dwelt upon the ill effects of Article 35A on the rights of women of the state. He said that it is clear violation of the Article 14 of the constitution that grants equal status to all irrespective of their place of domicile. He said that this article has to go as it has created a state within a state and given rise to fissiparous tendencies among a certain section of the population.

Shri Manoj Handoo a senior activist of the community thanked the organizers for recognizing the efforts and contribution of ladies. The community he said needs to produce activists in all fields of duty and activity in order to give a fair chance to the ladies to excel. He said that the women of the community have the talent and resilience to achieve higher goals and they should not compromise in terms of their carrier under any circumstances but should keep on contributing to the social cause in one or the other way.

Shri Ashwani Kumar Chrungoo, President, Panun Kashmir in his concluding speech said that the Kashmiri Pandits are the primary and first stakeholders to the territory of Kashmir and the demand of Homeland is the only solution to the long term resettlement of the community in Kashmir. Panun Kashmir in collaboration with the World Brahmin Organization will be organizing a programme in connection with the "J&K Vilay Divas" on 29th Oct. 2017 at New Delhi. The delegates from seven states would be participating in the function which will besides other things focus on the abrogation of Art370 and 35A. The agenda will also contain issues like illegal immigration of Rohangyas into various states of India including Jammu. The delegates and speakers from Jammu region will also take up the cause of Jammu region in the function. A number of projects will be unfolded in the days to come by the Panun Kashmir.

Panun Kashmir Human Rights Committee organized a special programme today in connection with the observance of International Day of Peace. This day is being observed around the globe on 21st September every year. The programme was presided over by Shri Ashwani Kumar Chrungoo, President, Panun Kashmir and Chairman, Human Rights Committee. Among others who attended the programme included S/Shri Prof. M.L.Raina, Chairman, Political Affairs Committee, Upinder Kaul, General Secretary, Shri Virender Raina, National Spokesperson-PK, Kamal Bagati, General Secretary (Org.), Virender Kaul, Organising Secretary, N.M.Gadroo, Vijay Qazi, Surinder Kaul, Sameer Bhat, Kalhan Kachroo, Ruskin Bhat, Vineet Sikal, Vijay Saproo and Santosh Sharma.

Shri Ashwani Kumar Chrungoo, President, Panun Kashmir while addressing the function said that the General Assembly of the United Nations has declared this day as a day devoted to strengthening the ideals of peace both within and among all peoples. "The theme for 2017 is Together for peace, Respect, Safety and Dignity for All." It honours the spirit of Together global initiative that promotes respect and dignity. In the context of the theme of this International Day, Panun Kashmir reminds the world that peace remains elusive for the exiled Kashmiri Pandit community that has been reduced to live the life of Refugees in their own country. The Dignity of the displaced community cannot be restored unless the main issues pertaining to their survival as an indigenous people are secured. Their geo-political aspirations as enunciated in Margdarshan Resolution 1991 and the struggle for immediate survival concerns are the top priority issues that we would like to highlight today. The Human rights violations, which have been experienced by the Pandits, trampled our peace, respect, safety and dignity. Those who have been forced to flee their homes due to genocide and ethnic cleansing in their homestead are guaranteed non-discrimination and human dignity. Unfortunately, in times of insecurity, the communities that look different become convenient scapegoats. The United Nations Charter regarding non-discrimination has a direct bearing on the International Day of peace.

Prof. M.L.Raina, Chairman, Political Affairs Committee described terrorism as the biggest threat to peace and togetherness. He said the cocktail of fundamentalism-terrorism-secessionism is the antithesis of peace and tranquility. It has devastated our own state and Kashmir got ruined. The death and destruction left no unharmed excepting those who made it their business. We should be highly thankful to the present regime at the Centre that has brought semblance of peace in the state. The gruesome murders those took peace today in Kashmir is one more scar on this day of peace. The security forces are doing great job in flushing out the anti-peace forces in the Kashmir valley and the action by NIA against the offenders is also a welcome step in the direction of peace.

Shri Virender Raina, National spokesperson-PK said that the demand by the displaced Pandits for jobs, one time settlement of overaged being youth, relief or ration, education and good human life are directly linked with the Dignity of the human life and has immense importance in regard to the international day of peace today. We are seriously planning to train our youth so that they can understand the actual meaning of peace, dignity and respect. The government also needs to promote the theme of the United Nations seriously in this regard and engage people to respect togetherness.

KP Joint Action organized a meeting today at Jammu to respond to the current socio-political situation. The important meeting was addressed by Shri Ashwani Kumar Chrungoo, Chairman, KP Joint Action, R.K.Bhat, General Secretary, Shri Virender Raina, National Spokesperson-PK, Manoj Handoo, Sameer Bhat and Kalhan Kachroo.

Shri Ashwani Kumar Chrungoo, Chairman, KP Koint Action and President, PK while addressing the meeting expressed serious concern over the issue of illegal immigration of Bangladeshis and Rohangyas in Jammu region. He congratulated the government of India for its stand on the issue particularly the way it has put its stand before the apex court regarding the Rohangyas issue. He said that there is an imperative need to bring out a Report on the subject stating clearly as to how these illegal immigrations took place at all and who were responsible for their transportation and settlement in a sensitive border state. We urge the state government to urgently complete the process of having an in-depth study of the situation and also include the members of the civil society in its efforts and come out with the Report so that the necessary steps for their deportation are undertaken. There cannot be any threat to the internal security graver than the organised threat of these illegal immigrants. Unfortunately, there are some elements who are more interested to show that the Indian political spectrum is divided on the issue. But the governments have a clear cut role so far as the short and long term goals of national security and integrity are concerned. The presence of these refugees has given new dimensions to the crime scenario in not less than seven states of the country. The Jammu and Kashmir state has been pin-pointed as the "ultimate safe haven" for these illegal immigrants. An appeal is made to the government to take this issue very seriously in order to identify them with a view to deport them in due course.

Shri R.K.Bhat, President, YAIKS and General Secretary, KP Joint Action in his speech said that the government is appealed to immediately take a decision on the issue of one time settlement of the educated and overaged youth of the community who have been expecting the new dispensation to take the call. There are complaints pending regarding the ration distribution to the displaced people which is the anti thesis of a welfare state. We demand that the process for recruitment of the 3000 package employees be initiated in a time bound manner and a separate agency be set up for this purpose. The valley based employees of the displaced community should be brought at par with the other 'migrant' employees. This is a genuine demand that needs the government's attention. We have expressed satisfaction as well for the government's decision regarding the orders of the pending court cases employees.

Shri Virender Raina in his address said that an overwhelming constituency in the country favours the abrogation of Article 370 and 35A. They are on the same page as the majority nationalist population of the J&K state is on the subject. The people of these states favour the abrogation of these Articles from the Indian constitution as they tend to create a state within a state and are responsible for creating a constitutional justification for secession and separatism. These Articles have potential to reinforce the absurdity of the so-called sub-nationalism drawing its inspiration from Muslim Majoritarianism. There is a perceptible vigour and vitality among the people of the nation to end all sorts of terrorism and in particular the Pak sponsored and supported lethal terror in Kashmir. The assertion of the US to 'see an end to Islamic terrorism in Kashmir and see India as a bright spot in the world' is being appreciated by the people of the Indian nation at large. The KP Joint Action organised a Protest Demonstration in commemoration of the Kashmiri Pandit Balidaan Divas at outside the Press Club of Jammu today. Kashmiri Pandits all across the globe have been observing this day since 1990 onwards to pay homage to all those martyrs who laid down their lives while battling terrorist bullets in Kashmir.It was on this day 28 years ago when Pandit Tika Lal ji Tiploo, a towering and fearless leader of Kasmiri Pandits fell to the assassins' bullets in the streets of Kashmir and the day has acquired a reverential status since.

The Chairman KP Joint Action, Ashwani Kumar Chrungoo while speaking on the occasion said that the issues related to the genocide and ethnic cleansing of the KP community are very sensitive and emotional and as such we have demanded the setting up of a Special Crimes Tribunal that would investigate all those cases of murder, mayhem and persecution of Kashmiri Pandits in Kashmir and also fix responsibility on the perpetrators of such crimes against humanity and bring them to justice. The issue related to the resettlement of Kashmiri Pandits was also brought before the honorable Home Minister Raj Nath Singh Ji and it was made clear that Kashmiri Pandits can only be resettled in Kashmir by addressing their geo political aspirations as envisaged in the historical Margdarshan Resolution in the form of a separate Homeland with free flow of Indian Constitution and without Art.370 and 35-A. He also informed that the Senior leader H.N.Jattu raised the issues related to the enhancement of relief before the honorable Home Minister.

Youth leader and General Secretary of KP Joint Action, Sh. R.K.Bhatt said that the recent decision of the court in favour of the 221 left over candidates is a great moral victory for the community. He said that this was only possible due to the relentless struggle of the youth of the community for their genuine rights. He also demanded the restructuring of the whole Special Employment Package and make it more humane and without the draconian conditions attached to it. He criticized the administration for its style of selecting the representatives to represent the community issues on important platforms.

Senior leader Dr. A.N Pandit while addressing the gathering said that Temples and shrines Bill needs to be given a priority now. He appreciated the role of the delegation which represented the concerns of the Pandits.

Shri Roshan Lal said that radicalisation in Kashmir and developments that have led to the wahabisation of the Kashmiri society is a dangerous situation. He said that the seeds of separatism were sown way back in the 1931 itself and the Kashmiri Pandits became a victim of this policy all along leading ultimately to their exodus from the valley that Pandits inhabited for more than 5000 years.

Daughters of Panun Kashmir organised a traditional function in connection with the observance of Vitasta Divas, the birth day of river Vitasta (Jehlum) whole Kashmiri Pandits revere as an incarnation of Mata Parvati. Daughters of Panun Kashmir, the Women wing of PK has been observing this day for the last 26 years on the Ranbir Canal which is a tributary of River Chanderbhaga (Chenab). It is on the banks of river Vitasta that the prestine civilization of Kashmir flourished on the banks of the river Vitasta for the last thousands of years. The programme was presided over by Shri Ashwani Kumar Chrungoo, President, Panun Kashmir and Shri Kumar Jee was the chief guest in the programme. Shri H.N.Jattu, senior most leader of the KP community was the special guest on the occasion. Smt. Vimla Chrungoo, Secretary, DOPK, and its senior members Sunita Raina, Nirmala Raina, Vijay Saproo and Sarojini Kaul were the main activists in the programme. Smt. Vimla Chrungoo presented the welcome address. The proceedings of the programme were conducted by Upinder Kaul, General Secretary, Panun Kashmir. An Aarti was observed with flower petals and the lighting earthen lamps were immersed in the Ranbir canal with full devotion and fervour creating a magnetic effect all around.

Shri H.N.Jattu while speaking on the occasion lauded the effort of Panun Kashmir in observing the day without fail for the last 26 years and keeping the tradition of thousands of years old alive. He said that it is most important to keep our traditions and culture alive and pass it on to the next generations. The success of the Kashmiri pandits as a socio-cultural group is due to the unique way of observing its festivals and customs and remaining rooted in the civilization of Kashmir.

Shri Swami Kumar Ji spoke on the religio-cultural significance of river Vitasta. He told the audience as to how the unique Sharda culture evolved on the banks of Mata Vitasta as we can see that major temples and shrines and important towns and cities in Kashmir valley were situation on the banks of river Vitasta. He exhorted the KP community to remain rooted to the traditions and religious tenets in order to survive the onslaught of different influences.

Shri Virender Raina spoke about the importance of the campaign launched by Panun Kashmir in regard to the abrogation of Article 370 and 35A. He also said that the Kashmiri pandits have to remain strong and vibrant to regain their homeland in Kashmir on the banks of Mata Vitasta. He also talked about the issues pertaining to the genocide and mass exodus of the community and said that the world powers stand convinced about the so-called movement in Kashmir was actually a terror campaign to rid the valley of its indegenous people the Kashmiri Pandits.

Shri Ashwani Kumar Chrungoo in his presentatation gave a brief of what the Kashmir did for the last six months. The narrative of the nation regarding the Kashmir imbroglio has started changing with the effrots of Panun Kashmir. Our persistent efforts are a tribute to Mata Vitasta and a promise that we shall throng her banks once again with the establishment of a separate Homeland in Kashmir.

Panun Kashmir launched its much awaited Website in the Youth Workshop conducted at Jammu today. The function was presided over by Shri Ashwani Kumar Chrungoo, President, Panun Kashmir. Shri Ashok Kaul, General Secretary (Org.) BJP was the chief guest on the occasion while Shri Rajesh Gupta, MLA, Jammu East was the guest of honour. Shri Virender Raina, National Spokesperson-PK presented the welcome address and also conducted the proceedings of the programme. Shri Sameer Bhat, Convener and Kalhan Kachroo, Secretary respectively of Panun Kashmir Youth presented briefs on behalf of the youth of the community. Shri Ashok Kaul, Shri Rajesh Gupta and Shri H.N.Jattu, senior leader of the KP community launched the coveted website by pressing the Launch Button on the computer thereby loading the screen with the Website image instantly. Shri Virender Raina, National Spokesperson-PK in his welcome address gave a brief account of the importance for a website in the current context. He said that it was a long pending demand of the people at large that there should be a credible website of Panun Kashmir duly controlled in India. Panun Kashmir has been working to this end for the last one year and a lot of information is available on the site which will be useful for those who visit the site. There dynamic mode available in the website makes the website user friendly.

Shri Ashwani Kumar Chrungoo, President, Panun Kashmir made a detailed presentation of the Website and its features. He in his address said that Panun Kashmir is guided by the nationalist ideology and the concerns of the Kashmiri Pandit community are always on priority. We are engaged in a battle of ideas and the narrative that we have been able to highlight has assumed the required currency. Our narrative has been recognized and treated as the narrative of the nation in regard to the Kashmir situation. We have been able to take this fight to the global level because of our efforts and commitment and the support that our friends have provided to us over the last three decades. We will continue the mission with a renewed zeal and will make the website our frontline platforms to take our struggle in exile to its logical conclusion. He was highly appreciative of the role played by Shri Vivek Ogra and Shri Chirag Bhavsar of Ahmadabad for their role in designing and formulating the Website. He also expressed his gratitude to Sardar KCS Mehta and Shri Hemant Bakshi for their technical support.

Shri Rajesh Gupta, MLA-Jammu East congratulated Panun Kashmir for launching the website and said that the leadership of Panun Kashmir is engaged in a yeoman's job so far as the struggle of the nationalist constituency in Jammu and Kashmir is concerned. He has great admiration for the Kashmiri Pandit community and its leadership for its role in the struggle in exile. The activists of Panun Kashmir are always in the frontline of the struggle and they have taken their struggle to the world platforms with their intellectual expertise and deep dedication to the cause. Shri Ashwani Kumar Chrungoo, President, Panun Kashmir while addressing the Press Conference said that a tour of four states was recently conducted by the Panun Kashmir team led by the President of Panun Kashmir. The states toured included Gujarat, Madhya Pradesh, Rajasthan and Delhi. The tour was undertaken to create a renewed consciousness among the people and the opinion makers in these states towards the issues pertaining to Kashmir and Kashmiri Pandits. Shri Virender Raina, National Spokesperson-PK in his address castigated the statements of the National Conference leaders regarding the mass exodus of the KP community from its historical habitat, Kashmir. The Resolution passed by the J&K Assembly regarding the mass exodus on the Holocaust Day of the Pandits is the reply to these leaders who try to justify their failures in the 1989-90 situations in Jammu and Kashmir. It needs to be clarified that the ruling alliance in Jammu and Kashmir in 1989-90 cannot be absolved of its gross failures towards the Pandit community. It is in this context as well that the Panun Kashmir has made a strong demand for the constitution of the Special Crimes Tribunal to go into the excesses committed against the Pandits in Kashmir. The findings of the Tribunal would also bring before the world the conniving role of the ruling alliance so far as the ethnic cleansing of the Pandits is concerned. The Margdarshan Resolution of 1991 explicitly brings before the world the context of the Homeland demand, This historical demand is the only permanent solution to the current displacement issue of the community. The Separate Homeland for the Kashmiri Pandit community in the valley would also work as a bulwark against the anarchic forces sponsored by Pakistan and also against expansionist expression of China in the Jammu and Kashmir state.

Shri Ashwani Kumar Chrungoo, President, Panun Kashmir while addressing the press conference said that Panun Kashmir expresses its deep appreciation of the efforts put in by the valiant security forces in Jammu and Kashmir state to eliminate the menace of terrorism. The security grid that has been made operational for cleansing the valley of the scourge of terror is doing an excellent work with the cooperation of Army, paramilitary forces and the JK Police. It is heartening to note that the campaign is yielding the necessary results for which the peace loving society in Jammu and Kashmir was yearning since long. Now the time has come to simultaneously start the process of de-radicalization of the Kashmir society and the recent NIA raids and investigations are a step in the right direction. The fight against the 'dirty war' in Kashmir needs to be taken to the logical conclusion and in this context, the steps taken have instilled confidence in the minds of Kashmiri Pandits who have been living in exile for the last three decades. Panun Kashmir reiterates the demand of Homeland for seven lakh Hindus of Kashmir as per the Historic Margdarshan Resolution of 1991.

Prof. M.L.Raina, Chairman, Political Affairs Committee said that it is time for the government of India to consider the issue of abrogation of Article 370 from the Indian Constitution. This Article of the Constitution infringes the fundamental rights of the Indian citizens in context of Jammu and Kashmir State in many ways. It is this Article that has provided a constitutional mechanism to perpetuate the concept of secession in the J&K State and which justifies a psychological drift from the national mainstream giving rise to absurd theories of sub-nationalism in Kashmir. This constitutional aberration has created a state within a state in Jammu and Kashmir which has further deprived its citizens from the developmental circuit evolved by the Central government for all the states.

Shri Virender Raina, National Spokesperson, PK said that the coinage of the so-called Kashmiriat is a deliberate attempt to hoodwink the public opinion because of the fact that it actually delinks Kashmir from its glorious past, ancient history, civilization and the cultural tradition. Moreover, the people of Jammu, Ladakh and the community of Kashmiri Pandits have to do nothing with this facade of Kashmiriat. All of them owe their allegiance to the Indianness, Indian cultural ethos and the Indian constitution. The grand design of Muslim precedence cannot be saddled upon the nationalist people in Jammu and Kashmir under the garb of Kashmiriat. There is an urgent need for discussion and debate on the subject as to how the people who do not subscribe to the ongoing strife in Kashmir can be freed from the clutches of Kashmir centric political class who day in and day out obey the dictation of the separatist-fundamentalist-terrorist combine in Kashmir. The government of India needs to take a tough stand to instill confidence in the nationalist forces in the state and pave way for some tough political decisions preceded by a strong change of narrative in context of Kashmir towards which the present scenario can play a vital role.

Shri Ashwani Kumar Chrungoo, President, Panun Kashmir while addressing the meeting said that the 9th August marks the auspicious date in the history of the Indian nation as it was on this day that the Indian nation gave a call of "Quit India" to the Britishers. It was also on this day that the slogan of 'Karo Ya Maro' (do or die) was coined in the August Kranti Maidan, Mumbai and declared a part of the Independence struggle to achieve freedom from the colonial rule. Panun Kashmir joins the nation to congratulate the people on this occasion. On the occasion of the 75th anniversary of this historical event, Panun Kashmir takes an inspiration and launches a campaign named "Article 370: Quit the Constitution" and "Dhara 370: Sanvidhaan Chodo". Shri Ashwani Kumar Chrungoo, President, Panun Kashmir while addressing the press conference said that Panun Kashmir expresses its appreciation of the statements made by Shri Ram Madhav, National General Secretary, BJP that "the Centre won't engage in talks with the separatists in Kashmir". It is gratifying to note that Shri Ram Madhav has reflected the national sentiment on Kashmir in his statement that "BJP will not be in the government the day it feels that sovereignty and national interest are being compromised in Kashmir valley". Panun Kashmir in this context would like to make it clear that no government at the Centre is mandated to discuss the issues related to sovereignty and territorial integrity of the country. Any negotiation or hobnobbing with the separatist and terrorist elements in Kashmir is tantamount to granting legitimacy to the so-called Azadi-Nizame Mustafa band. Moreover, the assertion of the State of India that 'terror and talks cannot go together' demands that terror emanating from Pakistan is to be eliminated lock stock and barrel in order to establish Peace in Kashmir. The terrorists and extremist-secessionist forces cannot claim to be the stakeholders as they are responsible for death, destruction and ethnic cleansing of the indigenous people of Kashmir. The Kashmiri Pandits are the first and primary stakeholders of the territory and legacy of Kashmir who have been forced to live as refugees own country.

Shri Virender Raina, National Spokesperson-PK said that Kashmir as an international issue has long extinguished from the public discourse. In this context, the opinions expressed by former Secretary Generals of the United Nations from time to time "that the resolution on Kashmir has lost its relevance and is a time barred document of the UN body" should serve as a clear message to all those who harp upon the archaic and irrelevant resolution on Kashmir, and have taken recourse to terrorism and mayhem to further their anti-India agenda. Panun Kashmir appeals to the present Secretary General of the UN to impress upon Pakistan to stop cross border terrorism into India and also dismantle the terror infrastructure spread across the length and breadth of Pakistan.

Prof. M.L.Raina, Chairman, Political Affairs Committee said that the absurd ideas like Autonomy, self-rule, pre-1953 position have all been overtaken by events. Certain political parties by raising these issues are fundamentally creating confusion in the minds of people. The people of Jammu and Kashmir want complete integration of the state with the rest of India and as such the time has come for the abrogation of Article 370. Moreover, this Article has been responsible for creating a State within the State thus giving rise to fissiparous tendencies. This Article has over the years also created a psychological barrier in a certain section of population and that sentiment has been exploited by the forces inimical to the Indian nation.
